Dr. Karl R.P.H. Leung is the Head of Department of Information & Communications Technology of the Hong Kong Institute of Vocational Education (Tuen Mun), member of the Vocational Training Council (VTC) since September 2010. Before taking up this Head of Department position, Dr. Leung had been the Head of Department of Computing of the Hong Kong Institute of Vocational Education (Kwai Chung), member of the Vocational Training Council (VTC) Group, the Head of Unit of the Logistics Technology Development Programme (LogTech) of the VTC and Principal Lecturer of the Department of Information & Communications Technology, Hong Kong Institute of Vocational Education (Tsing Yi) since 1998.
The main duties of Dr. Karl Leung in the LogTech was helping VTC to support the industry, in particular the Hong Kong industry, to strengthen their competitiveness through applied R&D. LogTech also helps deploying education & training programmes, especially in the areas of advanced 3-dimensional Obstructed Environment Mobile Positioning (Mobile Phone Positioning, WiFi Positioning, RFID Positioning, Mesh network Positioning), RFID technology, Location Based Systems, Ubiquitous Systems, Logistics Enabling technology & IT, into Mainland China.
Dr. Karl Leung is an Honorary Professor of the School of Information Technology & Electrical Engineering of the Queensland University, Australia and a Professor (PhD Supervisor) of the Wuhan University, China. He is also an Advisor of the Shunde Polytechnic, People Republic of China, an Advisor & Adjunct Professor of the Panyu Polytechnic, People Republic of China. Before joining the Hong Kong Institute of Vocational Education in 1998, Dr. Karl Leung had been a faculty member of the Department of Computing, Hong Kong Polytechnic University for ten years. Furthermore, Dr. Karl Leung is an Assessor (Information Technology) of the Innovation & Technology Commission, Hong Kong Special Administrative Region, China.
Dr. Karl Leung is very active in professional community services. For example, he has served as Advisor, Executive Committee member and office bearer of the IEEE Hong Kong Computer Society Chapter since 1989. He was the Chairman of the Chapter in 1998 and 1999. The Chapter won the Most Outstanding IEEE Computer Society Chapter in 1998. Dr. Karl Leung also received the IEEE Computer Society Meritorious Service Award in March 2004.
Dr. Karl Leung is an Engineer (Information Engineering) and a Registered Professional Engineer (Information) of Hong Kong, a Chartered Engineer, a Chartered Scientist and a Chartered IT Professional of United Kingdom, a Chartered Fellow of the British Computer Society BCS, a Fellow of the Hong Kong Institution of Engineers (HKIE), a Fellow of the Hong Kong Computer Society (HKCS), a Fellow of the (Hong Kong) Institute of Print-media Professionals(IPP), a Senior Member of the Institute of Electrical & Electronic Engineers (IEEE) and the Australian Computer Society (ACS), member of the Association of Computing Machinery (ACM).
Dr. Karl Leung received his M.Phil. in Computer Science in 1992 under the supervision of Prof. T.H. Tse from the Department of Computer Science, The University of Hong Kong. The research was on Generating Software Systems from Data Flow Diagram (DFD).
Dr. Karl Leung received his Ph.D. in Computer Science from the Department of Computer Science, The University of Hong Kong in 1997 under the joint supervision of Prof. Dines Bjørner and Prof. T.H. Tse. This research was on Domain Modelling with a Case Study in Air Traffic which is a research project of the United Nations University International Institute of Software Technology (UNU/IIST).
Dr. Karl Leung conducts both basic and applied research. All his research results are published in international referred journals and conferences. Dr. Karl Leung also has outstanding achievements in applied research and technology transfer. For example, Dr. Leung has invented the world's most accurate mobile phone positioning method. With 1.1 million sets of real life data covering different kinds of terrains in Hong Kong, the accuracy of Dr. Leung's mobile phone positioning method, on average is 50 meters, and 64 meters for 67% of the time. (US FCC E-911 requirement is 100 meters for 67% of the time.) Dr. Leung and his team have implemented this research result in a Location Server and have deployed the Location Server to a major mobile phone operator in Hong Kong.
Dr. Leung has also come up with good accomplishments in 3-dimensional Obstructed Environment WiFi (indoor / outdoor) positioning, directional RFID positioning and 3-dimensional RFID positioning. These results have been adopted by industries such that the Yantian International Container Terminals, a major container terminal in China as well as other listed companies in United Kingdom, Hong Kong and China. Furthermore, these mobile positioning technologies have been widely reported by TV and newspapers as well.
